  1. Public Policy Analysis in selected States  

 

In order to provide baseline information on health, gender and children for effective programming, MPL selected, through purposive sampling, representative states – Ekiti, Gombe, Ogun and Rivers for its maiden project on Public Policy Analysis with a focus on health, gender and children. The 4 focal State governments funded this project and findings were disseminated at dissemination workshops held in Port Harcourt, Ekiti, and Gombe states, between 1998 and 1999.

 
2. 2005 National Population Census:
   
 

At the invitation of the Federal Ministry of Information and National Orientation, MPL provided Technical Assistance (TA) to the Ministry’s Population Information and communication Bureau (PICB) Ikoyi, Lagos, Nigeria. Due, largely to inter-ethnic distrust, previous population census exercises in Nigeria have often resulted in chatter belt leaving the country’s development planners with no options than to rely on estimated population figures.

Against this backdrop, the Federal Government of Nigeria (FGN) was determined to carry out a successful population census exercise in 2005. Accordingly, it called on all stakeholders to do their homework to ensure success.

Thus, PICB initiated massive media campaigns in addition to other interventions strategies. MPL assisted PICB in its formative research to identify and mitigate macro and micro level factors responsible for repeated census failures. The research outcomes was used in designing appropriate campaign strategies.

Widowhood and Wife Inheritance

Location: Okon community, Northern Akwa Ibom State, Nigeria.
Project Brief: The project was designed to identify cultural factors that reinforce gender imbalance, HIV/AIDS and child labor/trafficking as well as property inheritance with negative impact on the economic well being of widows and orphans.

Among other issues, findings identify a “strong linkage between rural gender poverty with the vulnerability of women to negative cultural practices in response to pressure for survival”. Hard copies of the report can be ordered by sending mail to multisec@multisec.org.ng

Culture and Health Africa Program (CHAP)
 
In year 2000, the Program for Appropriate Technology in Health (PATH) designed a continent wide pilot program known as CHAP for implementation in focused countries-Nigeria, Egypt and Kenya etc. CHAP aimed to identify negative cultural practices in Africa with implications for gender-relations, economic well being and health. MPL submitted a project proposal on “Widowhood and wife inheritance, a research and interventions in Nigeria”. The program was designed to identify factors that reinforce gender imbalance, HIV/AIDS, and Child Trafficking in high prevalence states, as well as property inheritance with negative impact on economic well being of Widows and orphans. PATH approved the proposals but advised MPL to scale down the project scope to a specific community in view of its pilot nature. Against the backdrop of initial formative research, which identified Okon community with the commonality of these practices, MPL selected Okon community, in Northern Akwa Ibom State for the project in Nigeria. The MPL project Number FOR009-03009GRT was adjudged by PATH Regional Director for Africa, Mrs. Rikka Transgrud, to be the best and most effective in Africa compared to other pilot countries. In implementing the project, MPL held consultative meetings with UNICEF, UNIFEM, UNDP, State Ministry of Women Affairs, Pathfinder International etc. Wife of the former Vice President, Hajia Titi Abubakar Atiku, inaugurated a Widows Network with 4,500 members at the end of the project. Currently, WOTCLEF is collaborating with the Network on a program aimed to educate the widows, engage the orphans in order to cut the supply chain for child trafficking. Similarly, Pathfinder International in collaboration with Multi Sector Projects implemented Organizational Development (OD) interventions for Okon Widows Network in (2004-2006) with funding under the Ford Foundation’s Institutional Capacity Building (ICB) initiative.

Entertainment Education For Stigma Reduction

Implementing Agencies: Development Communications Center (DCC) with Multi Sector Projects (MPL) providing research support and TA.
Duration: September 2003 to September 2004.
Project Brief: MPL in partnership with Development Communications Center (DCC) implemented a Behaviour Change Communications (BCC) project with technical support from PATH and funding from Ford Foundation. The project addressed stigmatization of Twin and Multiple Births in some parts of Niger Delta. The project was designed to build the capacity of traditional rulers, women groups, faith based organizations etc and raise an advocacy group-the "Friends of Twin"-that will work with other stakeholders to change community attitudes and behaviors and educate the population on the causes of twin births using Entertainment Education communication strategy for behaviour change. The project Number FOR0009-03021SPS, which began in 2002, was completed in December 2004.

 
     
 
National Behaviour Change Communication For HIV/AIDS Prevention In Nigeria
 
 
Beginning from mid 2001, Multi Sector Projects (MPL) in collaboration with the United States based Population Media Center (PMC) have been developing a project-Sabido methodology styled serialized radio drama in multiple languages for HIV/AIDS prevention in Nigeria.  Consultations with the UN-country team on HIV/AIDS, USAID, DFID, NACA, the World Bank, Federal Ministry of Information, UNICEF-Nigeria, UNFPA, UNAIDS have generated required support for commencement of the 5 year project (2004-2008) in Nigeria

Nigeria Limited. The TOTALCARD Scheme was implemented
under the Niger Delta Trust Fund (NDTF), a partnership Program between EPNL, the Central Bank of Nigeria (CBN) and  the United Bank for Africa (UBA). During the formative research, MPL/FORDESH conducted Situation Assessment on over 100 co-operative societies in Egi land (OML 58 communities) Rivers State. So far, over 25% of the co-operatives have accessed interest free credit facilities for co-operative Investments.

Northern Nigerian Projects
 
1. GUGAR GOGE
 

Gugar Goge is a 70 episodes radio serial drama in Hausa language developed to address the issues of Obstetric Fistula (Vesico Vaginal Fistula, VVF & Recto Vaginal Fistula, RVF) prevention, treatment and rehabilitation as well as family /reproductive health services utilization and HIV/AIDs prevention with Kaduna and Kano States as pilot states.

Vesico Vaginal and Recto Vagina fistula are debilitating complications of obstructed labour, which primarily affect women and girls. During prolonged labour, the baby’s head compresses the vagina against the mother’s pelvic bones, and if the compression continues long enough, the tissues become necrotic, forming an opening between the vagina wall and the bladder or the rectum.
It is estimated that at least 2 million women are living with Fistula in sub- Saharan Africa and South Asia, and some 50,000 to 100, 000 women are affected each year.

The project executed by Rotary Action Group on Population and Development in partnership with PMC/Nigeria  with Multi Sector Projects (MPL) that provides research support to PMC programs in Nigeria.

 
A 12 years old VVF Patient
 

The radio program was aired in AM service of Radio Kano and in both FM and SW bands of Radio Nigeria- Kaduna, Hausa service.
T he project consists of multi stage research including Formative research, pretest, baseline and monitoring and evaluation.

21 people comprising of producers, script writers and actors of the radio serial drama were trained in the Sabido Methodology used by PMC in the radio serial.
The result of the process monitoring conducted shows as follows:

  • A total of 691 family/reproductive health clients participated in the exercise
  • 73 obstetric fistula patients took part in the interviews
  • The radio serial, Gugar Goge, served as primary motivation to seek health care services to 54% of VVF/RVF clients and 33% of family planning/reproductive health (FP/RH) clients.
  • There were 6% and 3% increase in the no of VVF and FP/RH clients respectively who were motivated by Gugar Goge to seek health care services after four months of broadcast.
  • Listenership to the radio serial drama stands at 45% of sample survey which implies that after 4 months of broadcast, the drama attracted appreciable audience and impacted positively on the audience.

Gugar Goge (“Give it to me straight”) addressed many issues through the positive, negative and transitional characters in two main storylines:

  • The fistula storyline which addressed themes such as education for girls, delaying marriage and pregnancies, promoting adoption of family planning and reproductive health services including  pre and antenatal care for pregnant women, and changing social norms and behaviours about obstetric fistula including its preventable and treatable nature.
  • The youth storyline addressed drug and alcohol abuse, risky sexual behaviours with multiple sexual partners and HIV/AIDS.

The storylines was patterned after the Sabido Methodology which uses elements of communication and behaviour theories to reinforce specific values.

The radio serial drama has changed the life of some listeners positively by creating awareness on the fistula treatment and rehabilitation services and decrease stigmatization of fistula patients, decrease in early marriage, increase use of maternal /child health care services and increase in girls’ education among others.

The project was jointly supported by Rotary International, David and Lucille Packard Foundation, and Conservation, Food & Health Foundation.

2. Ruwan Dare: Another Population Media Center Entertainment Radio Serial Drama in Kano, Kaduna, Katsina and Sokoto States
   
 

Ruwan Dare, an Hausa radio serial drama, a sequel to Gugar Goge, Population Media Center’s maiden radio serial drama in Nigeria. The first drama, Gugar Goge was designed to promote reproductive health, avoidance of HIV/AIDS, and prevention of Vesico-Vaginal Fistula (VVF), using a well-tested methodology for creating behavior change communication. The drama addresses reproductive health in a way that honors a peoples’ value system, produced in Kaduna in June 2006 and broadcast in two radio stations, namely Federal Radio Corporation of Nigeria, FRCN Kaduna and the Kano State Radio Corporation (AM Station).

The target audience for the radio serial drama was Hausa-speaking persons age 15 and above. The radio serial drama Gugar Goge served as primary motivation to seek health care services for 33% of family planning/reproductive health clients and 54% of VVF clients.
 
In view of the impressive results of PMC’s initial project in Nigeria, Gugar Goge, PMC received additional support to expand the project from two to four states by developing a parallel radio serial drama to address reproductive health issues, youth and sexuality, girl child education, child spacing/ family planning, early marriage, HIV/AIDS etc.

PMC Nigeria with support from PMC HQ staff held a three-week in-depth training workshop on the Sabido methodology for producers and scriptwriters in Kano, Nigeria in February 2007. At the end of the workshop, the team adopted the name Ruwan Dare for the new serial drama meaning "Morning Dews".

The purpose of the drama is to use the persuasive messaging and role modeling of the Sabido methodology to improve reproductive health in Nigeria. Specifically, the program aimed to increase knowledge about family planning methods, increase knowledge about where to obtain contraceptives, decrease desired family size, increase knowledge and communication about HIV/AIDS, increase adoption of HIV prevention behaviors, increase self efficacy to use of condoms, increase use of family planning  improve status of women and address youth sexuality behaviors
